Víctor Muñoz is a telecommunications expert with nearly 25 years of experience in the BPO and IT sectors. He is the founder and partner of Argia, a consulting firm focusing on green technologies and the economy. Víctor holds a Bachelor’s degree in Industrial Engineering, a Master’s degree in Business Administration, and an executive leadership program from Harvard Business School.
In 2018, he became Colombia’s first Chief Information Officer (CIO) under President Iván Duque, revolutionizing IT practices across government agencies. In 2021, he was appointed as the General Secretary of the Republic of Colombia, managing critical issues such as the Covid-19 vaccination plan, economic reactivation, and the implementation of peace agreements. Víctor is globally recognized, being named one of the "Agile 50: the World’s 50 Most Influential People Revolutionizing Governance" in 2020.
In addition to his public service, Victor provides consulting services to companies in digital transformation and Fourth Industrial Revolution technologies. He is an expert in public policy and regulation in the technology sector and has served on boards of directors in various sectors and countries. Victor is also an entrepreneur and angel investor in technology-based companies
